It's kind of hard to say. The Jedi by this time had been destroyed, except for a few remnants. If you think of it in this way, these few stragglers must have had considerable power if Vader was the counter-weight, so to speak. So, neatly avoiding the question, I don't know. Let me get back to you on that.
